How Much Does a Business Plan Cost in Canada?

Understand scope, compare quotes and know what to ask before commissioning a plan.

There is no standard price for a business plan in Canada because there is no standard plan. Cost follows scope: the decision the document supports, the evidence available, the financial work required and the deliverables you need. To compare quotes honestly, start with what each provider will actually prepare and who will take responsibility for it.

What drives the cost of a business plan?

Purpose: lender, investor or immigration

A lender usually focuses on repayment capacity, cash flow, the use of funds and the assumptions behind forecasts. An investor also examines growth, competitive advantage, the management team and the investment proposition. These audiences may need the same underlying facts presented with different emphasis and supporting schedules.

An immigration plan must address the requirements of the relevant program and explain the proposed business, ownership, operations and supporting evidence. Requirements differ between programs. A writer needs the actual document checklist, rather than a generic label such as “immigration plan”. Business planning does not replace legal or immigration advice.

Financial modelling depth

A set of projections can mean a summary built from assumptions you supply. A full financial model may connect income statements, balance sheets and cash flow, with working capital, debt repayment, capital spending and tax assumptions. Building those connections and checking that they reconcile is a different assignment from inserting forecast tables into a document.

Scenarios test alternative operating cases; sensitivity analysis examines how changes in particular inputs affect results. Ask whether the engagement includes these exercises, explanations of assumptions and an editable workbook. A polished chart does not show whether the underlying calculations have been reviewed.

Research load

The writer may receive current supplier quotations, customer evidence, competitor observations and credible industry sources. Alternatively, the writer may need to build that evidence base. Research takes work when a market is specialised, local data is limited or a business serves several customer groups.

Clarify whether research means desk research, paid data, interviews or validation of materials you already have. Useful research identifies sources and dates, explains limitations and connects findings to sales assumptions. A broad industry overview is different from evidence that supports demand in your service area.

Business stage

A pre-revenue concept needs assumptions developed from evidence: capacity, customer acquisition, staffing, supplier terms and launch timing. The writer cannot analyse a trading history that does not exist. The work involves identifying what is known, what remains uncertain and how the proposed operation could function.

An operating business brings historical statements, management accounts and actual trading patterns. Those records can support the forecast, but they also require analysis. Seasonality, unusual expenses, owner compensation and changes in margins may need explanation. An established company is not automatically a simpler assignment.

Bundled deliverables

A written plan, pitch deck and transaction document serve different purposes. A deck needs concise messaging and presentation design. A confidential information memorandum requires an organised account of an operating business for prospective buyers or investors; CIM preparation should therefore have its own defined scope.

A feasibility study examines whether a proposal is workable before the owner commits to it. It should allow an unfavourable conclusion when the evidence warrants one. Confirm whether these deliverables are included, optional or separate, and whether their financial assumptions will remain consistent.

Who writes and reviews the plan

A template supplies structure. An AI tool can help organise your inputs and produce draft language. In both cases, you remain responsible for checking claims, assumptions and suitability for the intended reader unless a separate professional review is arranged.

A freelance writer may bring strong interviewing, research and writing skills; financial expertise and sector experience vary. A credentialed consultant, such as a CPA, can bring accounting training to the financial analysis. Verify who holds the credential, who builds the model and what review they personally perform. The Biz Plans’ CPA-led positioning is relevant to that accountability, but the engagement still needs to spell out the work.

Standard or rush timeline

A compressed deadline changes scheduling, the availability of specialists and the time available for feedback. Ask whether delivery means an initial draft or a completed document after revisions. A rush request does not remove the need for accurate inputs or review; missing records can delay either schedule.

What a quote should itemise

Give every provider the same brief, then use this checklist to compare their written proposals. A clear quote should identify both what is included and what would trigger a change in scope.

  • Purpose and audience: the intended decision, recipient and any lender or program checklist the plan will address.
  • Research: markets covered, sources to be consulted, who supplies evidence and whether outside data purchases need approval.
  • Writing: sections, interviews, supporting appendices, formatting and responsibility for checking factual claims.
  • Financials: forecast horizon and frequency, connected statements, assumptions, scenarios, sensitivity analysis and model review.
  • Revisions: included review rounds, feedback deadlines, correction of errors and the treatment of later lender questions.
  • Source files: whether you receive editable text, an accessible financial workbook and final presentation files, with ownership and usage rights stated.
  • People and timing: the named writer, financial reviewer, milestones and information you must supply before work begins.
  • Commercial terms: payment milestones, applicable taxes, exclusions, cancellation terms and written approval before additional work begins.

Read exclusions alongside inclusions. “Financials included” could describe supplied tables being formatted or a model being built and reviewed. Ask the provider to resolve that ambiguity before you accept the quote.

Red flags when comparing pricing

Pricing by the page

Page count describes document length, not research quality or modelling depth. It can reward repetition and make concise analysis look less substantial. If a provider uses page-based pricing, ask how the research, financial schedules and revisions are defined independently of length.

Guaranteed approval

A writer does not control a lender’s credit decision, an investor’s investment committee or a program officer’s assessment. These decisions involve factors beyond the plan, including eligibility, security, financial capacity and the recipient’s criteria. Guaranteed-approval language is a warning sign because it presents an outcome outside the writer’s control as a contractual deliverable. Ask what work is promised instead.

No revisions

A first draft can reveal missing information or assumptions that need correction. A quote without a defined review process leaves responsibility unclear. Confirm how factual corrections, feedback on the model and changes requested after submission will be handled.

No named writer

Ask who will interview you, write the document and review the calculations. If work is subcontracted, establish who remains accountable and how confidential information is handled. A brand name or credential on a website does not identify the person doing your assignment.

How to get an accurate quote

Send a short brief explaining your business, its stage and the decision the plan must support. Name the lender, investor audience or immigration program, and attach its requirements where available. State your deadline, whether it is flexible and when you can provide feedback.

List the materials you already have: draft narrative, historical accounts, existing forecasts, ownership details, supplier quotations, lease information and market research. Identify missing items openly. Share sensitive records through an agreed secure channel after confirming confidentiality arrangements.

Specify the deliverables and the questions you need answered. Ask the provider to list assumptions behind the quote and explain how changes will be agreed. For CPA-led business plan writing services, that brief helps establish the research, narrative and financial work your assignment requires.

Frequently asked questions

Why do quotes vary so much?

They often describe different assignments. Research, modelling, reviewer involvement, revisions and editable files may be included in one proposal and excluded from another. Compare the same brief against an itemised scope, then ask each provider to explain any gaps. A headline quote alone cannot establish equivalence.

Is a cheap plan a false economy for a loan application?

The label alone does not tell you. A limited assignment may fit if you already have reliable research and a sound model. For a loan application, check whether the plan explains repayment, supports its assumptions and addresses the lender’s requirements. Missing work can create further preparation and revision needs. Assess suitability and completeness without assuming that any fee determines the lending outcome.

Does an AI-generated plan cost less?

Free tools are available, including TheBizPlanAI business plan generator. Using a tool and commissioning professional work involve different responsibilities. A generated draft does not provide independent professional judgement, verify your evidence or establish compliance with a particular lender’s requirements. You still need to review its assumptions, calculations and claims, and decide whether specialist input is needed.

Should I pay per page or per project?

A project quote usually makes scope easier to compare when it specifies deliverables, responsibilities and revisions. Page-based terms need the same detail to be meaningful. Whichever structure you choose, agree how additional research, new business assumptions or later recipient requests will be handled. Buy a defined piece of work that supports your decision, with clear accountability for its preparation.
